DEMOCRATIC FUNDRAISER HOWARD GLICKEN PLEADS GUILTY TO CAMPAIGN FINANCING VIOLATIONS

Florida Democratic party fundraiser Howard Glicken today pleaded guilty to two violations of federal campaign finance laws. Glicken, 54, admitted to soliciting a political donation from a foreign national and causing an illegal conduit contribution to be made.

Both crimes involved an April 1993, $20,000 contribution to the Democratic Senatorial Campaign Committee. Glicken was charged by the Justice Department's Campaign Financing Task Force July 9, and entered today's plea before Judge Henry Kennedy in the United States Court for the District of Columbia.

As set forth in court today, Glicken knew at the time he made the solicitation that the person he was soliciting was a foreign national. He also knew it was against the law for foreign nationals to make political contributions. In order to secure the contribution, and in violation of the law, Glicken told the foreign national that he should have another person make out the check. The foreign national did so and then reimbursed the donor.

In today's plea agreement, Glicken promised his "complete and truthful cooperation as to all matters about which he will be questioned by the Task Force." Under the agreement, Glicken will also cooperate with the government and provide a minimum of 500 hours of community service. He has also agreed to pay $80,000 in criminal fines and to enter into a conciliation agreement with the Federal Election Commission (FEC). Glicken agreed to pay the FEC a fine of up to $40,000.

The FEC is not bound by the agreement made with the Campaign Financing Task Force, which conducted the criminal investigation of Mr. Glicken. The FEC must decide whether to enter into a conciliation agreement and accept the $40,000 as a remedy for the civil matters under its jurisdiction.

The maximum criminal penalty which can be imposed by law for each crime to which Glicken pled guilty is one year in custody and $100,000 fine. Glicken is scheduled to be sentenced on November 24, 1998.
